Personality:
The legendary Turtle Hermit, the invincible old master, once the world's strongest man... the dirty old coot, the wise father figure. Master Roshi is not a complicated man, but he has two very distinct sides to his personality.
On the one hand, Master Roshi is a dirty old man. He's lecherous and perverted, makes lewd advances on attractive females, trades a Dragon Ball for a look at Bulma's panties, casually gropes a stewardess on an airplane, refuses to teach Krillin and Goku martial arts until they find him a hot babe... His lechery is so extreme that Krillin once pulled down Bulma's shirt in front of him specifically so his explosive nosebleed would cover and reveal an invisible opponent. (After which he thanked Krillin for the view.) He nearly lost his Budokai match against Krillin because the latter tossed a pair of panties on the ground, then kicked him out of the ring when he dove for them.
He DOES eventually settle into more normal friendships with women if he's around them long enough. He never quite stops ogling them or making lewd passes, but if they can accept that as part of his nature like Bulma does, or become prohibitive to hit on the way blonde Lunch does, he can get along with them all right.
Beyond that, at first blush Master Roshi seems like a genial retiree with the attitude of, "I'm old, I'll live how I want!" Unsurprising that no one really believes he's the invincible old master -- he spends his time watching aerobics (lewdly), reading, sleeping, and generally enjoying life.
But he IS the Turtle Hermit, at one point the strongest martial artist in the world and still superhuman by any standards but DBZ's. His martial arts philosophy is threefold. First, work hard, study hard, play hard, rest well. Second: study martial arts for discipline and the strength of mind and body, and only use them against those who would use their own power for evil. Third: always seek to improve.
Beneath the grouchy grandpa exterior, Master Roshi is truthfully a kind and caring man, who served as a father figure to the two boys who came to him seeking training just as it's implied he did to the Ox King and Goku's adoptive father. His affection for them is so great that he happily undergoes the grand deception of becoming Jackie Chun and battling them in the Tenkaichi Budokai, just to ensure they wouldn't grow complacent and lazy in their training. All the while, he shows kindness and decency to others in need as well. He provides a capsule to Nam so the fighter can take water back to his people. When faced with Goku's great ape form, he unhesitatingly destroys the moon rather than kill Goku -- then later helps out a man-wolf who was trying to kill him for that deed. He even takes the time to speak with Tenshinhan, sensing the latter's honor and decency was greater than his desire to become an assassin.
Interestingly enough, Master Roshi has no real pride, in keeping with his philosophy that martial arts is not about showing off. Though at the beginning of the 22nd World Martial Arts Tournament he states that he's been secretly training because he can't bear to lose to one of his own students, his battle with Tenshinhan convinced him to retire from martial arts. He was no longer needed, he said, because the new generation was turning out just fine -- and he cheerfully admits he probably would have lost the battle.
Abilities: Most of his abilities are on the wiki page. In general, Master Roshi is superhumanly fast, strong, and tough -- capable of surviving a bullet to the skull without serious injury, or plucking an entire magazine of bullets out of the air. He is also immortal, in the 'unaging' sense, though he can be killed.
Other: Master Roshi is primarily taken from the manga version, but (as obvious from the name!) there's a certain amount of blending between the manga and the anime in the way I play him.

Some days it just didn't pay to be an invincible old master.
"Not even a capsule house," he muttered as he trudged down the street. "Not even a normal house. Back home I at least had my own piece of property! Where's the respect?" Given that he'd demanded this of a passing woman's chest, she gave him no respect at all, but before she could slap him he'd already walked on.
What was he going to do? He hadn't worked on his own for a hundred years or two. Heck, around here he was a nobody, which was downright insulting... though it wasn't like he'd been remembered back on Earth, any more.
Maybe they'd let him start a Budokai.
"Wait a minute," he said, coming to a dead halt in the middle of the street. "That's a great idea! I'll bring some respect for martial arts back and make a fat lot of money off of the ticket sales! Roshi, my boy, you've still got it!"
Clutching his walking stick, he scrambled down a side street with the spry alacrity that betrayed his real physical shape. Off to figure out who was in charge of this sort of thing!
